Discussion of Pros and Cons For Proposed Belden Barns Winery, on Sonoma Mountain Road BVCA Board Meeting, Thursday, January 16th, 7:00 pm, BV Grange Hall Belden Barns Winery Questions & Answers By Nate and Lauren Belden We will be available at this BVCA meeting to answer questions and discuss the Belden Barns Winery and Farmstead project at 5561 Sonoma Mountain Road.

The Belden Barns Winery and Farmstead involves the development of new winemaking, creamery, hospitality and food production facilities on the 55 acre parcel, historically known as Steiner Vineyard. The facilities will be owner-operated and dedicated to the production of ultra-premium wine as well as various farmstead products including fresh/preserved fruits and vegetables, eggs, and cheeses. While wine will certainly be the primary focus of Belden Barns, we hope to highlight the challenges and rewards of producing farmstead products that go beyond wine.

The ultimate production outlined in our proposal is 10,000 cases of wine and 10,000 Ibs of cheese, but the production will begin small and grow to match demand. The facilities will make use of existing buildings, with one new siting within a concentrated cluster of 1890's-era farm buildings. Average annual water use at peak for the wine and cheese production is equivalent to that of a four bedroom home. Tastings will be by appointment only and the proposal calls for ten agricultural marketing events annually, including one wedding. At peak production, the winery and farmstead employee traffic plus visitor traffic is expected to add an average of approximately three cars per hour to the road.

We are putting substantial mental and financial resources, not to mention dreams, into this project. A full summary of the project can be found on the BVCA website: http://bennettvalley.org/index.php/county-proposalsaffecting-bennett-valley Opposition to Belden Proposal By Donna Parker, Don Parker and Bill McNearney Did you know a proposal for a winery, creamery, appointment-only wine tasting room and events on Sonoma Mountain Road is about to be approved? Are deteriorated, rural roads an appropriate place for such uses? Sonoma Mountain Road, one of the two worst roads in the county, is narrow, hilly, winding, often onelane with drop-off sides. The dangers of additional traffic (especially if there has been drinking) is significant.

The Planning Department report does not reflect the full impact on the entire area of affected roads. Neither the Beldens, the county, nor anyone else is taking responsibility for additional deterioration to the roads and additional safety concerns. Unknown is what additional impact two other current projects will have: Zen Center additions, east of the Belden property; and the Open Space trail to Jack London State Park, west of the Belden property. Adding more automobiles and heavy duty truck traffic to Sonoma Mountain Road is a poor planning endorsement.

The adopted Bennett Valley Area Plan states, "Commercial development is not considered appropriate to the rural character of Bennett Valley", "The character of the road system is a vital component of (the) rural character of Bennett Valley", "Intensity of land use shall reflect the conditions, character and capacity of roads"; and "No new structures shall be sited within visual corridors, ..." The Beldens are pursuing a business transaction which asks the county to grant them a valuable zoning permit that can be sold to another business in the future. They would also be creating an undesirable precedent for similar, future development along an inadequately maintained rural, scenic byway.

If concerned, come to the BVCA meeting, January 16, 7:00 pm, at the BV Grange Hall; and/or write to Melinda Grosch, Melinda.Grosch@sonoma-county.org asking that this matter be returned to the Planning Department for further study.

Decision on Fixing Sonoma Mountain and Pressley Roads Expected in January Steve Soldis Better Roads for Bennett Valley Coalition Over 550 residents and users signed a petition that asks the Sonoma County Board of Supervisors and the Transportation and Public Works Department (TPW) to fix Sonoma Mountain and Pressley Roads. The petition can be downloaded from the home page of the BVCA website: site:http://bennettvalley.org/ Members of the coalition spent 90 minutes driving on these roads with Tom O'Kane, Deputy Director of TPW, in late November and discussed what might be done.

We understand that a decision on whether to spend some of the $8 million that is earmarked for roads such as these will be made at a board of supervisors meeting during one of their Tuesday meetings in January. We will announce the actual date and time on the BVCA web site once we learn it. Please make an effort to attend the meeting and tell Supervisor Susan Gorin that fixing this road is important to you.

(susan.gorin@sonoma-county.org; 565-3752) Proposed Cell Tower on Sonoma Mountain Road Verizon has recently requested a Use Permit to install a wireless facility at 6565 Sonoma Mountain Road. The installation would include a 40 foot tall faux water tank visible from the road and nearby residences containing 12 panel antennas, a concrete slab within a 35 × 30 fenced enclosure, multiple radio equipment cabinets all containing air conditioning units that produce continuous noise, a 30 kw diesel generator that will disburse emissions into the air, and miscellaneous other equipment. The property includes three residential units, two rented to tenants who work on the property, and the third rented to vacationers through Vacation Rental By Owners (VRBO). The owners reside outside of Sonoma County. This proposed installation will not improve cell reception on Sonoma Mountain Road, but rather is intended only to improve coverage on parts of Bennett Valley Road and Warm Springs Road. A group of neighbors opposes this facility being installed on quiet, rural, scenic, residential/agricultural Sonoma Mountain Road; the neighbors do not oppose wireless reception being improved for others as long as it is not from a facility that intrudes on the Sonoma Mountain environment. Disgusted In Bennett Valley (Partial excerpts from three email messages) December 2, 2013, from Don Pedrazzini, TO: Susan Gorin (First District Supervisor) As a long time Bennett Valley resident, I was shocked to learn from a recent Bennett Valley Voice article that the county is even considering a new corrections center in lieu of fixing our deteriorating roads. What is the justification for this even being considered? I understand that there would be little or no cost to the county for the construction of the facility but that there would be annual costs of approximately $11.5 million dollars to maintain it. As a resident that drives our horrible roads every day I can assure you that that the money could be better spent taking care of our deteriorating infrastructure.

Instead of increasing the size of the county "empire" by building this facility perhaps some consideration should be given to maintaining what the county already has. Don Pedrazzini December 2, from Pat Gilardi, (Susan Gorin's District Director) To: Don Pedrazzini, Mr. Pedrazzini - Thank-you very much for your comments regarding roads vs. a proposed corrections center. Approval of submitting a grant application to construct a Community Corrections Center was discussed thoroughly at the Board of Supervisors meeting on October 15th... All Supervisors questioned cost forecasts and requested additional information, including First District Supervisor Susan Gorin, specifically calling out all the budgetary challenges the County faces, including roads.... It was clarified that moving forward with the application does not commit the Board to utilizing the grant proceeds if successful (or constructing the project.) That said, there is a need to meet future demand. Future demand is based on the effects of an increasing number of special population inmates (requiring single cells, sub-divided dayrooms and recreation yards to support the jails inmate classification system)... and the goals of the County to reduce criminal behavior and recidivism through the implementation of special programming and alternatives to detention such as a Community Corrections Center... Roads are very important to the Board of Supervisors, which is why they have devoted an unprecedented $8 million in general fund dollars to roads infrastructure for the past two consecutive years...

Pat Gilardi, Supervisor Susan Gorin's District Director December 3, from Don Pedrazzini To: Pat Gilardi and Susan Gorin Dear Pat, Thank you for your reply to my recent email. In spite of the "reasons" put forth in your email as justification for the Corrections Center, it would seem that at an initial cost of $420,000 PER BED and an annual cost of $86,000 (over thirty years) it would be fiscally prudent for the board to simply purchase some nice homes in Fountain Grove and move the criminals in there. Based on the numbers that I have seen that would save a great deal of money that could better be spent on maintaining the crumbling county infrastructure.

Based on the pavement condition index for the county, it should be obvious to everyone that the current $8 million in general fund dollars is not meeting the current need and this need has got to be addressed... Don Pedrazzini 2

Three rotating shifts of three volunteers each are paid a stipend to sleep overnight at the Fire Station, for improved coverage. During the day, interns are used at no cost, when available, allowing the fire station to cover unfilled firefighter positions on those particular days.

During the cold winter months, CAL FIRE and fire departments across the nation see an increase in home fires due to dangerous heating equipment or unsafe practices. Improper use or poorly maintained heating equipment is one of the leading causes of home fires and home fire deaths across the country.

"Half of all home heating fires are reported during the months of December, January and February," said State Fire Marshal Tonya Hoover, CAL FIRE - Office of the State Fire Marshal. "Improper use or poorly maintained heating equipment often leads to fires, injuries and deaths that could have been easily prevented. These fires remind us once again how important having working smoke alarms can be." With a few simple safety tips and precautions, you can prevent most home heating fires from happening.

CAL FIRE offers the following fire safety tips: 4 • Keep anything that can burn at least 3 feet away from heating equipment such as a furnace, fireplace, wood stove or portable space heater. • Have a 3-foot "kid-free zone" around open fires and space heaters.

• Always turn portable heaters off when leaving a room or going to bed. • Make sure the fireplace has a sturdy screen to prevent sparks from escaping. • Allow fireplace ashes to completely cool before disposing them. Place in a tightly covered metal container at least 10 feet away from your home and any other nearby buildings. NEVER empty fireplace or wood stove ashes directly into a trash can.

• Never use your oven to heat your home. • If using fossil fuel heating, install and maintain carbon monoxide (CO) alarms to avoid the risk of CO poisoning. Make sure your home has working smoke alarms as well. For more information on safe home heating, visit the CAL FIRE website at www.fire.ca.gov Trinity Road Gets New Big Rig Rules By Alex Peters, Kenwood Press, November 15 Prompted by increasing safety concerns over big trucks getting stuck on narrow, winding sections of Trinity Road, the Sonoma County Board of Supervisors passed a resolution November 12, placing restrictions on vehicle length. Over a year's period, according to Mayacamas Volunteer Fire Department (MVFD) officials, firefighters have had to respond to seven disabled large vehicles in its service area, which stretches from Trinity Road to Oakville Grade...

The trucks can't maneuver the sharp curves of the road and become wedged, with some actually tipping over. Once trapped, these trucks often block the road for hours in both directions, creating safety issues for other traffic, residents of the area... ... Horne said a recent county traffic study showed that about 1,000 vehicles use Trinity Road daily, an increase of 25 percent from three years ago... which ...

Propane Purchasing Group By Mandeep S Sandhu I am looking to form a propane purchasers group in Bennett Valley so we can get better propane rates. The group needs to consume about 10,000 gallons per year to be in a good negotiating position. This would amount to about 20 households. They are set up through 911 and include, functions for dispatch, quick narratives, mapping and' turn-by-turn directions. They can also be used to see the exact location of other engines responding.

• AT&T Cell Tower Lease: Battalion Chief Darrin De Carli presented the lease contract to the board. The lease hadi been reviewed by the attorney. AT&T will begin paying the, district as soon as they break ground. The contract states! that every five years the lease payment will increase by!

Some in the audience expressed concern over open tasting and traffic impacts. A motion was made to send a letter to the Board of Zoning Adjustments regarding this proposed winery and that letter is posted on the BVCA website in the Correspondence section.

• Craig Harrison and Ken Adelson rode with Tom O'Kane, Deputy Director of Public Works, inspecting BV roads. • The Board requested that the VOICE editor, Marilee Jensen, include information annually in the VOICE, about the BV Fire Board elections. • It was also agreed that there needed to be broader email distribution of information to BV residents when things came up unexpectedly, to those requesting it.

• The Board members agreed to consider BVCA priorities and long-range planning at future meetings. • The last meeting of the old Board was adjourned, then the new Board had a meeting to select officers for the coming year, as described in the bylaws. "Please Donate To Restore Our Bennett Valley Grange Hall" By the Bennett Valley Grange Restoration Committee: Rob Thompson, Chairman; Bill Allen, BV Grange President; Bill Finkelstein, BV Grange Treasurer; Jocelyn Thompson; Craig Harrison; and Joe Judge. Our community's historic BV Grange building needs your help. We're actively seeking financial assistance to save and restore our building.

• Bennett Valley is fortunate to have the oldest continuously operating Grange hall in the United States. It was designated by Sonoma County as a historical landmark in 1979 and is a hidden icon that now needs many long-overdue repairs and improvements. We're also seeking to restore the hall's historic architecture. For example, we think there are beautiful redwood beams behind the 1950's era false ceiling in the main hall.

Of immediate concern is to replace the existing doors and boarded up windows with functioning, architecturally appropriate, securable, weather tight units with modern security. The outside landings and stairs also need to be replaced with ADA and code compliant structures. The BV Grange Restoration committee has identified six entire project breakdown on the website at http://bvgrange.org. Choose the "Restoration" tab in the menu.

You are invited to an open house at the BV Grange on Friday February 21 from 3:00 to 6:00 to learn about the restoration campaign. Oliver Hudson Kelley, a Minnesota homesteader and farmer, started the Grange movement in 1867 during an economic depression. to a national organization that encourages families to band together to promote agriculture and the economic and political well-being of their community. On April 26, 1873 a group of Bennett Valley farmers and ranchers met at the Strawberry Schoolhouse to form the Bennett Valley Grange. For the past 141 years the BV Grange has celebrated its anniversary in June with a picnic, whether it's rain or shine.

The BV Grange was built on an acre of donated land using lumber hauled by oxen from Smith's Mill, west of Occidental, at a price of $292.82. The completed BV Grange building was dedicated on December 4, 1873. Today it is the oldest Grange in continuous use in this country, having never missed a monthly business meeting. Over the years the BV Grange has united and improved our community. It sponsored the first electric power lines (1926) and helped in the founding of the Bennett Valley Home Economics Club (1937), the Bennett Valley 4-H Club (1945), the Bennett Valley Juvenile Grange (1946), and the Bennett Valley Volunteer Fire Department (1948).

Today the BV Grange, while reorienting its focus with the changes in society, remains a pillar of the Bennett Valley community. Its current mission statement is "Enhancing environment through community interaction." It supports modern agricultural projects such as vineyards, organic foods and outreach programs. Membership in the BV Grange is open to everyone.

The BV Grange building is used for meetings of numerous community organizations, including the Leukemia and Lymphoma Society, 4-H, the Bennett Valley Community Association, the Bennett Valley Emergency Preparedness Group, local water districts, the Bennett Valley Grape Growers Association, Sonoma County Radio Amateurs, the Bennett Valley Cemetery Association, the Santa Rosa Active 20/30 Club, and as an election polling station. It is vital that the community save and restore this essential and historic building.

The Bennett Valley Grange is recognized as a non-profit organization by the IRS and donations may be tax deductible. We will recognize all donations of $100 or more on the BV Grange website. A commemorative display will be built on site recognizing sponsors at Bronze level of $1,000, Silver level of $10,000 and Gold level of $25,000.

We have already received or have pledges for about $30,000 for this project and have completed several urgent repairs. We hope that you can join your neighbors and our community in our effort to save and restore the historic BV Grange building.
