"It's Been A Most Amazing Spring at Our House" - Mary Wagner "It began when my husband, Wells, noticed a barn owl "jogging" about one morning. Clearly this mature bird was unable to fly and needed help. After a quick phone call to Bouverie docent and Bird Rescue volunteer, Diane Hichwa, a plan was formulated. She arranged for a volunteer to capture the bird. I was relieved that the injured bird would be cared for, but very concerned about potential young in the nest box close to the injured adult. That night Wells and I observed only one adult entering the nesting box and we could hear the hissing noises of the juveniles.

The next day Wells offered to use the tractor with a fork lift to elevate me and the volunteer from Bird Rescue so we could see what was in the box. We found six young. Both the male and the female barn owl are active in feeding the young, who remain in the nest for 50 to 54 days. It was decided then that I would become a stepmom for these owls. April 24th we began the daily ritual of defrosting 18 mice, provided by Bird Rescue, and going out to the barn in the late afternoon. Often the surviving parent would be roosting in the barn. Wells would start the tractor and I would don goggles, leather gloves, and a hard hat, in case the adult decided to protect the nest.

Then Wells would lift me 20 feet up in the air and I would peer in the entrance hole, listen to the bill snapping and hissing, and deliver the dead mice. It has been such a fabulous opportunity to learn more about these eerie and beautiful creatures. I have watched them grow, gain feathers and become more aggressive. We have reason to believe that the adult took a new mate after about ten days, but we don't know if it was a lasting relationship. We could only verify the presence of two adults for a couple of days.

After three weeks, Bird Rescue volunteers returned the "jogging" barn owl to our property. It flew off with a little coaxing but not toward the nesting box. Now when I feed the owls, there are only three in the box, but after dark we hear the young who fledged in the the trees, begging for the parent or parents to feed them. I leave a few dead mice on top of the nest box now. Perhaps the young or the adult will find them and continue to supplement the natural food supply. I expect that the other three will fledge soon and I Will have to adjust to the empty nest syndrome again." Open Space Preservation Bennett Valley/Sonoma Mountain On Tuesday, July 1st, County Supervisors voted to buy the 168-acre (Bill and Ruth) Jacobs Ranch, just off Sonoma Mountain Road, shortly after the Pressley Road turn-off, for open space and recreation. The funds used to purchase this ranch are from the designated ¼ cents sales tax, approved by county voters in 1990 (for twenty years) for Agricultural Preservation and Open Space in Sonoma County.

Located on the northern face of Sonoma Mountain, this property has so much of value to preserve including a mix of oak-forested slopes, open meadows, a sheltered redwood forest grove and the South fork of Matanzas Creek. The southerly portion of the property provides expansive views to the coastal ridgeline west of Sebastopol. Improvements on the property include a single-family residence, a cottage, and two horse stall barns & exercise rings.

The land might ultimately become a county or state park, but that could take years because of dwindling public revenues. LandPaths, a nonprofit group doing land management, is considering stewarding the property for limited public use. Some Bennett Valley residents have expressed concern about public access to this property from the very narrow Sonoma Mountain Rd. Hopefully another safer location for public access will be arranged.

The district's purchase of development rights through conservation easements leaves land free of development. SMP worked actively to support the open district's acquisition of a conservation easement on the Sonoma Developmental Center's (SDC) wild upper lands, which, surplused by the state, were in danger of sale or lease. Subsequently, the lands were transferred from SDC to Jack London State Historic Park, thus adding 600 acres to the park. The Sonoma Ridge Trail was constructed along 2. Bennett Valley Fire District Information • The Board of Directors of the Bennett Valley Fire Protection District (BVFPD) met on June 3rd, a week earlier than usual. The Board approved an Administrative Agreement with Gold Ridge Fire District for the fiscal year 2003/2004, with the understanding that options with other fire districts would be explored. A preliminary budget for 2003/2004 was approved which included 3 part-time firefighters, 8am until 5pm, seven days a week. The proposed budget for the tax increase last year only included this added firefighter for 5 days a week.

Andy Pforsich, the new BV Fire Chief, pointed out, following some community input, that if three parttime firefighters were hired, rather than one full-time firefighter, enough money would be saved in not paying health insurance, retirement and overtime, to cover the cost of this position for 7 days a week; a significant improvement in BV firefighter coverage.

ALARM CALLS, 2002 The total calls have increased 22.8% since last year, with 198 calls in 2001 and 243 calls in 2002. In both years the largest number of calls were for medical aid, with 53 calls in 2001 & 82 ey and mutual diể calls in 2002. Fires in Bennett Valley and mutual aid (for other fire districts), combined, were down slightly, from 76 in 2001 to 69 in 2002. Vehicle accidents also decreased slightly, from 42 in 2001 to 35 in 2002.

Three Fire Reports (One For Training)

1. May 8th, on La Paz Lane, Bennett Valley- The alarm came in from a fire alarm company paid for by the homeowner. These can frequently be false alarms but when the four firefighters arrived at the (Jason Mallory, Brian Campbell, Matt Tognozzi and Brian McFadden) they found smoke coming out the eaves and the windows were black.

Cars were parked in front of the home but no one was home. After putting on their breathing apparatus and knocking down the front door, the firefighters rapidly made their way into the home to find fire in the kitchen, smoke everywhere, and two little dogs, which they rescued. They immediately put the fire out limiting the damage to kitchen cabinets and sheetrock. They also set up positive pressure ventilation to blow the smoke out the front door. Household belongings were covered with a tarp, to protect them from further smoke damage and water damage was minimized as much as possible. Santa Rosa Fire Dept. sent a fire engine there within 10 minutes (mutual aid) but by the time they arrived the fire was completely out. The report was that our BV firefighters did an excellent job putting out this fire quickly as well as protecting the dogs.

2. Training - Saturday, June 7th, Molinari Road, Bennett Valley A house was donated to be burned down as a training experience for the firefighters. A concerted effort was made to notify all of the neighbors ahead of time. Beginning about 8 am, they set the house on fire twice and put it out quickly, in order to see how it all worked. A real fire inside a house is very different than what they had seen in training towers. About 40 firefighters were there, including many firefighters from Bennett Valley, plus from Glen Ellen, Gold Ridge, and Skywalker Ranch in Marin County. They were completely finished by about 5 pm. After the fire had started, a Fire Behavior Class was held for those firefighters who had never seen a house burn down before. This experience presented a "golden training opportunity" for a number of firefighters. (*Bryon Reid) 3. Saturday, June 14th, Sonoma Ridge Vineyard Cars were parked on a grassy area uphill from a wedding party when one car caught on fire. The at on tie The flames spread to the dry grass, igniting 3 other nearby cars. Bennett Valley Fire Captain, Sean Cotton, reported that the firefighters had the blaze completely out in 16 minutes with no injuries or additional damage.

• Bv Fire Station Report/Changes As Of

6/13/03, Jason Mallory reduced his hours to working part-time engineer shifts, but continues to be active as a volunteer captain and president of the BV Firefighters Association. Bryon Reid has been selected to replace Jason on Shift C. Mike Musgrove continues as the engineer on Shift A Brian Campbell, the engineer for Shift B, reports that having another paid firefighter during the day for each shift is really more effective and safer. Among other changes, they now have an improved response time with at least two firefighters out the door immediately and the volunteers joining them shortly. Brian also reports that Bennett Valley Fire Chief, Andy Pforsich, has done a great job of increasing the structure and better defining both shift duties and responsibilities. Shifts A, B, and C each have an assigned Battalion Chief, a volunteer Captain, a firefighting engineer (on duty for 24 hours, starting at 7 am) and a part-time firefighter (on duty from 8am to 5pm.) There are also one or two volunteers being reimbursed $25 each to sleep over at the BV Fire Station each night.

Bryon Reid, the new firefighting engineer for Shift C, has been a BV volunteer, has completed the Firefighter I Academy at SRJC, has worked for two summers for CDF fire and 2 years part-time for Glen Ellen Fire District. He is also a full-time student at Sonoma State. Bryon is very enthusiastic about and committed to his career as a firefighter.

Residents Warned of High Fire Risk By Mary Callahan, The Press Democrat, 6/29/03 "With warm summer weather arriving and wildland vegetation growing drier by the day, local fire officials are urging residents to take stock of fire risk and do something about it. A bumper crop of grass, weeds and brush produced by late-spring rains makes fire prevention especially important this year, firefighters said.

...The goal, in the parlance of fighting fires, is creating "defensible space" around homes. Firefighters said it's particularly important in semirural areas where homes are surrounded by brush. "The defensible space works like magic," Sonoma County Fire Chief Vern Losh said. "It's just something we can't overemphasize." Windsor Fire Chief Ron Collier said "The public has to be prepared themselves. We cannot do it. We don't have the resources to do it." A new publication put together by local fire agencies is intended to make it easier.

"Living With Fire In Sonoma County" offers step-by-step instructions specific to topography, home construction and nearby vegetation. Losh said the 12-page guide has been in the works for four years and includes the input of uncounted experts and local fire officials. Every effort was made to make it as specific to Sonoma County as possible, right down to what flame-resistant plants work here, and how readily available they are, he said.

Morley Winery; Proposed Winery Project The proposed Morley Winery will be a new winemaking facility on the 40-acre parcel, located above Bennett Valley Rd., just west of Bennett Ridge, at 6860 Serenity Way. Twenty-three acres of the parcel have been permitted for development of vineyards which are currently under construction.

The owner, Eric Flanagan, has stated that the proposed winery will be a small owner-operated winery with grapes coming exclusively from his vineyards and processed on site in order to make a special estate wine. All grapes are to be hand-picked to preserve the quality. The winery's maximum production is 7,500 cases. There will be no public access, public events, or wine tasting.

Some of the neighbors have expressed concern about traffic, light, noise, water, wine must, odors, impacts on wildlife, fencing, and visual impacts. The owner has been very cooperative with the neighbors and very sensitive to possible impacts. He has spent a considerable amount of time answering questions and/or changing plans based on expressed concerns. The BVHA Board of Directors had a special community forum meeting on June 18th, announced in advanced by postcards sent to members, which included Nick Chase from Sonoma County PRMD, Morley Winery's project manager, Hubi Schrage, and about sixty Bennett Valley residents.

Mr. Flanagan is saying the winery will not be seen from the Bennett Valley floor, but it will be visible from more distant hills. PRMD is planning to evaluate visual impact further. Mr. Flanagan and/or Mr. Schrage have also stated the following about traffic, lighting, noise, water, flies and odors. Traffic will be relatively minimal, probably less than 16 trucks a year, because grapes will not have to be hauled in or out. They will not have much lighting or night activity at the winery. The main source of noise from the winery will be the crusher, and it will be located to shield the noise from adjoining properties. The hours of operation will be typical business hours, except grape picking will start at sunrise during the crush.

The winery will use approximately 90,000 gallons of water per year, considerably less than an average household (3 bdrm. residence). Their proposal is to have the winery's water treated to meet the requirements of the Regional Water Quality Control Board, then reused in vineyard irrigation, so only a small increase of water usage is expected. They are not expecting added flies to be attracted by their winemaking process or any unpleasant odors.

A number of these items are expected to be on the use permit. Nick Chase of PRMD has indicated a public hearing will be held on this project before the Board of Zoning Adjustment. For more information about the schedule, call Nick at 565-1932.

Upcoming BVHA Board Elections Come one, come all! The time has rolled around once again for nominations for positions on the Bennett Valley Homeowners' Association (BVHA) Board of Directors. The Board meets the third Wednesday of every other month, usually at 7:30 pm at the Bennett Valley Fire Station, plus special meetings as needed. Three directors are to be elected, and the term of office is three years. The directors whose terms are expiring are Marilee Jensen, Leanore (Lolly) Mesches and Marilyn Stocks.

Each of them may choose to run for another term. Qualifications for office (from the BVHA bylaws) are that each candidate (1) must be a voting member of BVHA and (2) must have a strong commitment to promoting and preserving the rural character and natural environment of Bennett Valley. This second qualification must be evidenced by a statement of 250 words or less, to be included with each candidate's request for nomination. Members may declare their candidacy and submit their statements after July 1st.

All requests for candidacy, with accompanying statements, must be in the hands of the Nominating Committee by 5 p.m., August 15, 2003. Candidates may present their packets to any of the Nominating Committee members. For campaign purposes, such as sending out fliers, candidates may submit a written request to BVHA, including a statement about the intended use, for a list of names and addresses of those members entitled to vote in the election for directors. Telephone numbers can not be used for this purpose.

Ballots, together with candidates' statements, instructions for voting, and return envelopes, will be mailed out to the membership with the September VOICE, to be mailed September 12th. Results of the election will be announced at the following meeting of the BVHA Board of Directors. Brief Summary of BVHA Board Meeting May 21st, 2003 • Richard Lease, Registered Environmental Health Specialist, made a very informative presentation about septic systems including questions and answers from the audience. He said that the County recommends systems be pumped every 3 to 5 years, but if used by 1-2 people, every 7-10 years should be sufficient. Remember to pump both sides of the tank when pumping and NEVER climb inside empty tanks. If the leach lines back up, you must far too much water flow, but normal use of household cleaning products is not a problem. He advises you keep a healthy system to avoid major problems. • Levi Gurule of Sonoma Co. Public Works reports that the work on the proposed Grange Road Bridge can't possibly start for 3 to 4 months after the rightsof-way have been established. As of 7/7/03, Mr. Gurule confirmed that these have not yet been completed. The funding for this new bridge will be 80% Federal/20% County.

• Michael Friedenberg reported that the county is about to adopt a "Ground Water Contamination Response Plan" allowing the county to assess and then notify citizens in the area of any possible contamination. • The BVHA Board voted to recommend approval of a variance for a new primary residence at Dragonleaf Estate Vineyards on Bennett Valley Rd.

• Tim Murphy presented proposed BVHA Amended Articles of Incorporation. The BVHA specific purpose is currently to promote and preserve the rural character and natural environment of Bennett Valley. The Board is considering broadening the purpose to also include 2.) serving as an open forum for community participation and 3.) providing a bridge for communication between government agencies and the Bennett Valley community. To amend the BVHA Articles of Incorporation, the amendment must be adopted by the Board of Directors AND by the vote or written consent of twothirds of a quorum of the members. The most recent BVHA Bylaws, dated 5/17/00, define a quorum as at least 10% of the voting members.

• Eric Burns continues to work on making the BVHA web-page more user-friendly. This Is taking more time than expected, but we hope to see improvements in the near future. • We wish to express our great appreciation to Jess Jackson for once again so graciously supporting our BV Volunteer Firefighters by letting us have Bennett Valley Community Day at Jackson Park.

• BV Firefighting staff is considering how to screen their water tank behind the fire station. Toyon bushes have been suggested. • BVHA and Bennett Ridge Community Association have both agreed to share in the cost of a new California flag for the BV Fire Station. Brian Campbell has ordered a new flag.
